Qatar has not yet implemented VAT but corporate tax and withholding tax apply. Dhareeba is the tax portal for filings.

Registration, filing and deadlines in Qatar

Mandatory registration
No VAT registration yet; every entity with commercial activity must obtain a Tax Identification Number on Dhareeba within 60 days of incorporation

E-invoicing status

Qatar has not mandated e-invoicing, but the General Tax Authority requires structured supporting documentation for Dhareeba filings and has signalled VAT readiness as a policy objective.

Customs duty of 5% applies to most imports; there is currently no import VAT to recover, so duty is capitalised into cost of goods.

Payroll and banking

The Wage Protection System is mandatory for all private-sector employers, salaries must be paid within 7 days of the due date, and end-of-service gratuity is at least 3 weeks' basic pay per year of service. Salary files are produced as Qatar WPS SIF files submitted through the employer's bank to the Ministry of Labour, and bank statements import from Qatar National Bank, Commercial Bank of Qatar, Doha Bank, Qatar Islamic Bank.

Penalties to avoid in Qatar

  • QAR 500 per day for a late tax return, capped at QAR 180,000
  • QAR 20,000 for failing to register on Dhareeba or update details
  • 2% of the tax due per month for late payment, capped at the tax amount
  • QAR 30,000 for not retaining accounting records for the statutory period
